Uhm, did nobody ever told Goh that he could just train his current Caterpie or Weedle to evolve them all the way and they would still get registered in the Pokedex? That is so lazy to just capture them! Also, isn't there a limit of 6 Pokemon only per trainer? Feels weird to see Goh capturing 12 or 15 pokemon and those not get transferred to his Box item area.
